Rugby & District Second XV Cup - (Clonmell Cup) 2012-2013 |
|
| 1. | The Competition shall be known as the Rugby and District R.F.U Second XV Competition (also known as the Clonmell Cup). |
| 2. | The Competition shall be administered by the Rugby and District R.F.U Competitions Committee, which shall be appointed by the Rugby and District R.F.U Committee. |
| 3. | The Trophy shall be competed for annually on a knockout basis. |
| 4. | All clubs in current membership of the Rugby and District RFU, and any which may be invited to take part by the Rugby and District RFU, are eligible to enter one team in the competition. |
| A Club at Level 5 and higher shall enter a 3rd XV into the competition whilst a Club whose playing strength is deemed equivalent to local 2nd XV sides will be eligible to enter a 1st XV side at the discretion of the Competitions Committee. | |
| 5. | The draws for all rounds shall be made by the Competitions Committee on dates to be notified. |
| 6. | All eligible teams shall be entered into all draws on an equal basis. |
| 7(a). | The games will be played on dates fixed by the Competitions Committee. |
| In the event of any game not being played due to weather conditions or any other reason, it shall normally be played on the following Sunday. | |
| Any cancellation of a game must be done via the Competitions Committee Secretary or any other member of the Competitions Committee. | |
| All new dates for cancelled matches must be agreed by mutual consent of both Clubs and the appropriate Referees Society, and sanctioned by the Competitions Committee via the Competitions Secretary. | |
| Any cancellation due to weather conditions should not be made final until the day of the game. | |
| 7(b). | The final will be arranged at a date, time, and neutral ground as arranged by the Competitions Committee who shall be responsible for arranging the referee and touch judges with the Warwickshire Society of Referees and notification to them of the competition rules. |
| All other games shall be played on the ground of choice within the membership of the Rugby and District RFU, of the first named club (who shall be the home side). The home side shall be responsible for arranging the referee and touch judges with the appropriate Referees Society and notification to them of the competition rules before commencement of a match. | |
| 7(c). | All Sunday games before the final shall kick-off at 2.15pm |
| 8. | The appropriate Referees Society shall appoint SUITABLE referees, and touch judges for all games. Each team shall be responsible for appointing a suitable touch judge (who shall not be a replacement) in all games where the appropriate Referees Society is unable to appoint. |
| 9. | All matches to be played under 15 a side Laws as laid down by the IRB. The rules relating to replacements, substitutes and abandoned matches etc. as applied to the Junior Clubs Knockout Competition will apply as per the RFU Handbook. The duration of play shall be two periods of forty minutes. In the event of a draw at normal time, two periods of ten minutes each way shall be played. Captains shall toss for the choice of ends and kick-off. If after two periods of extra time the scores are still level, the team that has scored most tries shall go forward into the next round. If this does not produce a result then the team that has scored the most goals from tries shall go forward to the next round. |
| If a result is still not forthcoming in rounds preceding the finals, the away side shall be awarded the game. | |
| In the Final all of the above will apply except that in the event of a draw after extra time, if the try count and the goals from tries are still equal then the trophy, will be shared by the two competing Clubs. The Club holding the trophy first will be decided on the toss of a coin. | |
| 10(a). | Players in the competition shall be regular bona fide playing members of the competing club. |
| Any player who has played in 2 of the last 4 games (for whatever reason) for his Club in the last League, Shield or Cup game at 1st team level (i.e. RFU, County RFU or Rugby and District RFU Competitions) prior to a 2nd competition game is ineligible to play in that round of the competition. Note that all players of invited 1st XV teams are eligible to play. Authorised copies of the relevant team sheets should be retained by the Clubs for confirmation if required. | |
| Further, a player who has appeared in more than 5 first XV fixtures for a club at Level 5 and higher during the current season shall not be eligible to appear in the competition for that season. | |
| A player is permitted to play one game for one other member club of the Rugby and District RFU within the previous twenty-eight days of a cup match without losing his eligibility to play for his own club, except as provided for midweek clubs Rule 10(b). Periods of official suspension may not be included in the previous twenty-eight days. | |
| 10(b). | A player who is a member of, or currently playing for more than one club, whether both clubs are participating in the competition or not, shall only play for the club to which he gives precedence of Saturday selection. Except that those player members of midweek clubs may opt to play for their midweek only club. |
| 10(c). | A player in full time education may play for a club providing he is a regular playing member of the club during vacation etc. |
| 10(d). | A player may only play for any one club in the competition in any one season. |
| 10(e). | Any player on joining a club playing in the competition must have played a minimum of four games for his club 2nd XV or a lower team, or 1st team and below for players of invited 1st XV teams. |
| 10(f). | The Competition Committee will have the power to reinstate a club in the competition when a club in breach of the regulations 10(a) -10(e) has eliminated it. This power will cease to apply at 2.00 p.m. three days prior to the next round of the competition immediately following the round that the breach of regulations occurred. |
| 11. | Any club wishing to withdraw from the competition must give written notice to be received by the Competition Committee Secretary at least seven days prior to an arranged game involving the club. |
| 12. | The match expenses, referees’ expenses, touch judge expenses, etc. for all games up to the final shall be the responsibility of the home team. |
| 13. | At the Final the Competition Committee shall charge a gate and meet all match expenses, etc. The participating teams shall be responsible for their own travelling expenses. |
| 14. | Before each game the captain of each team shall be responsible for seeing that a team list with replacements is furnished to the referee, who shall be responsible for entering the result, signing and returning it to the captain. All players capable of playing in the Front Row must be indicated on the sheet. |
| 15. | The Competitions Committee may disqualify any club from current/or subsequent competitions for failing to honour any rule of the Competition. Any objection or claim that the rules of the Competition have been broken must be received by the Competitions Committee Secretary, in writing, within seven days of the game in question. |
| 16(a). | The jerseys of the competing clubs should be correctly numbered to ensure the correct identification of all the players and replacements during the match. |
| 16(b). | On any occasion when the colours of the two competing teams are similar, both teams shall be responsible for providing and wearing distinctive jerseys. |
| 17. . | The winners of the Final are awarded the Trophy after the match. The Trophy will then be returned to the Rugby and District RFU for safekeeping |
| 18. | The Competition Committee’s decision on these rules is final and binding on all competitors, |
| The Competition Committee’s shall be empowered to decide any matter, which is not specifically covered by the above rules. | |
| 19. | It is the responsibility of the home club to ensure the proper marking of the pitch and to take steps to exercise spectator control. This includes the erection of barrier or ropes at least five metres from the touchline of all games likely to attract a crowd, and appoint necessary stewards. |
| 20. | It is requested that licensed bars should be closed during a Cup game, and that it is the responsibility of the home club to ensure that alcohol and glasses etc., are not brought to the touch-line. Clubs unable to adhere to this rule may be required to play such games at another venue or at a different time on the instructions of the Competitions Committee. |
| 21. | In all rounds of the Competition other than the final not more than four replacements or substitutes are permitted and in the final seven replacements or substitutes are permitted. |
